The difference between the two is that Regular Permanent Vinyl cannot be installed in temperatures less than 15 Degrees Celsius, where Cold Weather Vinyl has a different adhesive allowing installs in temperatures as low as plus 2 Celsius.
If you would like to measure for your own custom windows, measure the windows less 1/4" for each edge of the glass.
